1. Purpose
The purpose of the KCTCS Social Media Policy is to protect and enhance the System Office and 16 Colleges’ social media accounts. KCTCS encourages the use of social media to connect with students, faculty and staff, prospective students, legislators and other stakeholders. However, this must be done respectfully and within all state and federal laws.
2. Scope
This Policy applies to all KCTCS employees, vendors, and consultants in all operating areas.
3. Policy
KCTCS strives to use communication resources effectively and efficiently to communicate with a diverse group of stakeholders. Due to the large size of our college community, unregulated use or misuse of communication tools can reduce effectiveness and hinder our ability to deliver critical messages.
KCTCS seeks to ensure all social media is in compliance with copyright laws and other legal requirements, such as the Family Educational Rights and Privacy Act (FERPA).
KCTCS is committed to fostering an educational environment that allows for freedom of speech and expression in accordance with the First Amendment to the U.S. Constitution and any state laws on free speech. However, the System does not tolerate bullying, harassment, hate speech or other infringements on the rights of others. We have clear policies on these issues.
KCTCS may remove any such posting without notice and may refer social media activity to the applicable social media platform and/or appropriate authorities for appropriate action.

Administrative Procedure 4.20-P implements this policy.
